Haikou Maritime Court holds the Third-quarter Trial Data Consultation Meeting

On the afternoon of October 25, Haikou Maritime Court convened the year’s third-quarter consultation meeting about trial data, which aimed to conduct an overall review of the trial quality and efficiency in the first three quarters and pinpoint the problems and weak links, so as to ensure high-quality accomplishment of the trial objectives and tasks of the whole year. Qiu Jun, Secretary of the Leading Party Members’ Group and President of the court, presided over the meeting. Court leaders and division heads were all present at the meeting.

 

 

Attendees first studied the “Trial Quality Management Index System for People’s Courts” amended and issued by the Supreme People’s Court, to understand the specific changes to the indexes and the new requirements in work brought by these changes. They heard reports on the trial quality management index performance in the year’s first nine months, the 100-day drive to improve the closure rate within the time limit for trial, and those indexes that indicated weak performance. After relevant divisions presented detailed analysis on these weak-link indexes, court leaders in charge of these divisions commented on these weak links and gave rectification instructions.

 

 

It was stressed at the meeting that:

 

1.We should earnestly study the new index system and continuously improve trial management.

We should further implement the Xi Jinping Thought on the Rule of Law and promote trial modernization through scientific, advanced and modernized trial management, so as to serve and guard China’s modernization drive. We should act on and correctly understand the new index system and reinforce the judicial concept of putting quality first while paying attention to efficiency and effects. We should devote more efforts to fulfilling our major duties and responsibilities in trial and enforcement, and spare no effort to achieve higher quality and efficiency and better effects in case handling. We should set work priorities, gain solid results from data consultation, and give line guidance, so as to ensure more targeted and effective trial management.

 

2.We should always focus on solving problems and continuously improve the quality and efficiency of trial.

We should focus on improving the weak links in the trial and enforcement work, further implement the case review system, and fully utilize platforms such as the Legal Response Network (“Fa Da Wang”) and the People’s Courts Case Database, so as to uniform law application and improve the quality of written judgments. We should do solid work in providing pre-trial consultation service and giving explanations after trial. We should apply flexible approaches in consultation, including referring to similar cases, adjudicative rules, and guiding cases, so that litigant’s confusion about the law and mental worries are reduced and relieved. Judges should heighten their sense of responsibility, enhance their capability in conducting mediation and engaging with the people, strengthen study on the new-type complicated cases, and gain insights through discussions at judge’s conferences and court work meetings, all for the aim of improving their competence in trial performance.  

 

3.We should focus on the work at hand and spare no effort to accomplish every task of the year.

All the divisions should review and verify those aspects that fall short of the key tasks set at the beginning of the year, and make arrangements for the work to be done in the last quarter, so that the yearly tasks are fully accomplished. We should pay close attention to the handling of the ongoing cases, and rule out the possibility of new pending cases not solved for a long time. We should timely summarize the good practices in case handling, and find out the bright spots and features to deliver quality maritime cases. We should carry out research in a more effective manner by making plans beforehand and finding the right direction, and promote application of the research results.
