Supporting the Construction of Free Trade Port with Quality Judicial Services, Haikou Maritime Court Studied the Important Speech of Zhou Qiang, President of the Supreme People's Court
On December 27, Haikou Maritime Court held a Party group extended meeting to study the spirit of the important speech of Zhou Qiang, president and chief justice of the Supreme People's Court, delivered at a gathering of courts of Hainan Province. The meeting urged the court to fully exercise maritime adjudication to provide better judicial guarantee for the implementation of the national strategy by fulfilling the two core missions of exercising jurisdiction over the South China Sea and serving the construction of the free trade port.
The meeting pointed out that, the instructions, comments, and requirements of Zhou on the work of the courts of Hainan Province provided important guidance to the work of the courts in Hainan for the time being and a future period of time. We should study and understand the core meaning of the speech of Zhou and promptly act on the requirements.
Zhou fully recognized the achievements of Haikou Maritime Court in safeguarding the sea rights of the state, declaring sovereignty, and improving the judicial credibility of China. We should shoulder more responsibility and adopt precise measures to fully exercise the functions of maritime judiciary in the modernization of the national governance system and governance capability, providing stronger judicial guarantee for the construction of the free trade port.
The meeting proposed specific implementation measures as below:
First, strengthening theoretical study and taking correct political stance. We should follow the sound guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the new thoughts on the rule of law during the administration of justice. To ensure that the work of maritime court is kept on the right track, we should keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We should strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We should resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership. We should continue to implement the spirit of the important speech of General Secretary Xi Jinping delivered on April 13 at the 30th anniversary gathering for the founding of Hainan Province, and grab the golden opportunity of the kick-off of the free trade port, serving the big picture of the Party and the state with substantial measures.
Second, implementing the crucial points of work and fulfilling the core purpose and core missions. We should fully exercise maritime adjudication to fulfill the core purpose of serving national strategy and the core missions of exercising jurisdiction over the South China Sea and serving the construction of the free trade port. We should strengthen our sovereign consciousness and political sensitivity in the administration of justice, and offer effective judicial resolutions to safeguard the rights in the South China Sea. We should follow the pace of the free trade port construction, and provide judicial guarantee to the pacesetter of reform and opening up with higher level, better business environment and stronger driving force to the surrounding areas based on our maritime judicial practices.
Third, improving judicial quality and efficiency and implementing quality maritime adjudication strategy. We should implement quality maritime adjudication strategy across the board. We should take highlight cases such as those in relation to rights protection in the South China Sea, construction of the free trade port, cruises & yachts, environment protection by administrative organs as kick-off projects to deliver quality cases. We should always keep in mind the quality adjudication strategy and improve the case handling capacity of the court, making every foreign-related maritime case a demo of the judicial credibility of the maritime court. We should continue to bring new ideas to the trial mechanism to enable prospective and prejudging capability, so that we will understand and implement the new policies on free trade port swiftly and demonstrate the judicial vitality of the free trade port as a pacesetter of opening-up.
Fourth, implementing measures to enable greater access to justice and accelerating the building of smart court. We should grab the opportunity of the construction of the new trial building to build a well-regulated and orderly litigation service center and improve the diversified dispute resolution framework. We should speed up the construction of the smart court, improve the platforms for online case filing, cross-jurisdiction case filing, and remote court session, and build a marine Internet adjudication system and maritime office automation platform that are able to serve on a cruise at sea. We should make press release a regular activity of the court and launch official website in both Chinese and English to improve information transparency of the court. We should urge the tribunals of the court to improve litigation services at grassroots and provide more targeted and effective judicial services to secure the local economic and social development.
Fifth, strengthening the capacity development of judges and training talents to handle foreign-related cases. We should build a well-regulated and professional team to handle foreign-related cases. The team should study the latest developments of the overseas legislation and international rules in a further and deeper spectrum, building an international talent pool that meets the long-term development of the court. We should actively explore new channels where maritime judicature can play a party in international judicial forums, further enhancing its soft power and leverage in the world. We should take innovation as a work priority of the court to boost the construction of the free trade port and the development of maritime court at the same time.
Sixth, exercising rigorous self-discipline in the Party and holding the bottom line. We should take Party conduct as a work priority of the court, and enforce full and strict discipline over the Party. We should intensify efforts to improve Party conduct and build a clean court. We should exercise democratic centralism rigorously and build a strong synergy to deliver a good performance. We should build a clean political ecology and nip corruption in the bud to ensure that the judicial power is exercised for the people and for the development of the country.
